By default users with non-consent status will be excluded from your campaign audience. You can, however, change this by selecting Include Non-Consent in your Campaign Settings.

Navigate to Campaigns > Create > Criteria. Select Campaign Settings.

Select Include Non-Consent.

Continue building your campaign as you normally do.
